In short: no, usually no building permit

Many people think that solar panels on your roof need a heavy building permit (licencia de obras). The good news: in the Comunitat Valenciana — which covers the whole Costa Blanca — that permit for solar panels on homes has been abolished. In most cases a simple notification to the town hall is enough.

What you do instead: a notification

Rather than a permit, you submit a declaración responsable (a comunicación previa) to the town hall — a brief notification that you’re carrying out the installation, with the technical details attached. The advantage: once it’s submitted, you can go ahead. You don’t have to wait for approval from the town hall.

Worth knowing: the town hall can still inspect the installation after the notification, and the responsibility that everything is in order lies with whoever files it. That’s why we submit the notification properly — with a dated receipt (registro de entrada) — and make sure your installation fully complies.

Does this apply to our Costa Blanca region too?

Yes. The Costa Blanca lies entirely within the Comunitat Valenciana (the provinces of Alicante and Valencia), and that region has abolished the permit requirement. Whether you live in Torrevieja, Benidorm, Altea, Alfaz del Pi, Jávea or Dénia — for a standard roof installation, the simple notification applies.

When do you need something extra?

There are a few exceptions where the town hall may still ask for a lighter building permit:

  • your home is a listed building or protected property;
  • you live in the historic centre (casco antiguo);
  • the property is on rural land (suelo rústico);
  • the installation significantly alters the appearance of the façade.

In those cases we check per municipality what’s needed — so it’s always properly in order.
